COUNTY OF LA PAZ ) _
I WILLIAM R. FARR, FIRST BEING DULY SWORN, ON OATH,
DEPOSES AND SAY:
1. My name is William R. Farr; I have been a resident of Salome Arizona my
entire life.
2. When La Paz County was split from Yuma County. I served as a Zoning
Commissioner for District 3 in La Paz County.
3. I am familiar with the La Paz County, Arizona; Zoning Ordinance Land
y Use Regulations adopted: January 1983 Reviewed and Approved October,
1986.
4. The text of the La Paz County, Arizona; Zoning Ordinance Land Use
Regulations individually set forth below are verbatim passages of cited
regulations taken directly from the La Paz County, Arizona Zoning
» Ordinance Land Use regulations approved October 1986.
5. In the La Paz County, Arizona Zoning Ordinance Land Use Regulations
Approved October, 1986 page 18, UNDER DEFINITIONS, 308.00
CONTINUING EXHISTING USES: Nothing contained in these
regulations shall affect existing uses of property or the right to its
continued use or the reasonable repair or alteration thereof for the purpose

for which used at the time these regulations take effect. Uses which
become non-conforming uses upon approval and adoption of these
regulations shall be subject to the provisions of Article XI hereafter.
` .. 6. In the La Paz County, Arizona Zoning Ordinance Land Use Regulations
Approved October, 1986 PAGE 131, UNDER ENFORCEMENT
1208.00 ENTRY TO INSPECT: The Zoning Inspector, members of the
Planning and Zoning Cormnission and the Board of Adjustment and
Appeals, and any other enforcement oHicer may, in the discharge of their
duties as stated herein, and for good or probable cause, enter any premises,
building, or structure at any reasonable hour to inspect the same in
connection with the application made under the terms of these regulations,
i or for any investigation or inspection as to whether or not any portion of
such premises, building or structure is being used in violation of these
regulations, written notice to be served on the owner or occupant of
any premises sought to be inspected at least twenty-four (24) hours
before such inspection takes place, shall be given in all cases in which
permission to inspect has been refused, Every person who, after the
receipt of such written notice, denies or prevents, obstructs, or attempts to
deny, prevent or obstruct access to such premises is guilty of a
misdemeanor. (Emphasis added)

7. In the early 1990’s La Paz County held public hearings at the Salome AZ
High School to answer questions from county residents concerning a
proposed revision of the zoning regulations.
8. During the public hearing in Salome High School, a person known to me
l as James W. Field addressed the County Board, asking how the amended
regulations would affect his use of Real Property where he had been
running, Desert Oasis Bargain Center, RV Park & Swap Meet.
9. I was present when Mr. James W Field was told if adopted the proposed
Amended Regulations would not affect his land use as his property would
fall into the category of Grand Fatheredl Non Conforming Use.
_ 10. The exhibit attached to this affidavit is a true and correct recitation of La
` Paz County Land Use Ordnanees & Zoning Regulations I have set forth
above at item numbers 4, and 5, in the format reviewed and approved
October, 1986.
Under penalty of perjury, I declare that I have examined the above statements
made by me and by my personal knowledge all are true and correct. I further
certify I am competent and will testify to the facts contained within this affidavit
if called upon to do so.
