) County Code Enforcement Specialist Penny Dalhberg when they requested permission to inspect my I
3 property located at 65524 Hwy 60 Salome Arizona

S 3. On the morning of September I3, 2002 I asked what brought them to my property, I was told because
r they had-received a complaint about the property at community development.

S 4. On September 13*** 2002 I asked if they had brought a copy ofthe complaint for my records

] 5- I On September 13*1* 2002 Penny Daihburg said no, she would send me a copy after me inspection was
I completed.

; 6. On September 13 2002 I refused to give permission to conduct the inspection until alter I was given a
4 . copy of the complaint.

4 8. On September 13, 2002 aiter denying them permission to inspect Ms. Dalhberg became very agitated

7 9. On September 13, 2002 Deputy Bolhen told Ms. Dalhberg yes I could and now they had to give me a 24
3 hour notice before coming to inspect again.

6 I JAMES W. FIELD, FIRST BEING DULY SWORN, ON OATH, DEPOSES AND SAY:

8 1 My name is James W. Field, and I was the owner of the Desert Oasis Bargain Center and RV Park located at
65524 Hwy 60, Salome, AZ. 85348, at all relevant times in this matter.
9 2 On October 30, 2002 I was not on the property that is subject of this matter, when the Defendants’ La Paz
County Civil Deputy Sheriff, Pete Heere, La Paz County Deputy Sheriff, Jeff Bolhen, La Paz County
10 Building Inspector, Guy Gorman, La Paz County Health Inspector, Dave Boatwright, La Paz County Code
Enforcement Specialist, Penny Dalhberg, La Paz County Detective Joe Esqorsa, conducted an inspection of
11 the property without notice.
12 3 On October 30 2002 I arrived home at 5:15 p.m. approximately 5 minutes after the Defendants had
completed the inspection of my property located at 65524 Hwy 60, Salome AZ, However while the `
13 Defendants were still on the property.
14 4 On October 30, 2002, Before the Defendants left, I said "if there is something wrong tell me now”, and was
told “not to wony about it right now, and that they would get back with me."

5 I heard nothing more concerning the inspection conducted October 30*** 2002 until after La Paz County Civil
16 Deputy, Pete Heere, La Paz County Sheriff, Jeff Bolhen, La Paz County Building Inspector, and an unknown
APS driver arrived on the property November 12, 2002, and terminated the electrical power to my property
17 without advance notice.
18 Under penalty of perjury, I declare that I have examined the above statements made by me and to the best of
19 my knowledge all are true and correct. `
