DECLARATION
of
GARY T. LOWENTHAL
RELATING TO RICHARD A. JACKSON
l. I interviewed the Reverend Richard A. Jackson 011 tl1e telepl1o11e 011 October I5, 2006.
2, Mr. Jackson was the pastor of the North Phoenix Baptist Church for over twenty—five
years, beginning i11 the 1960s. He was still tl1e pastor of tl1e North Phoenix Baptist
Church in 1982, Cl\,lI'lI]g Steven J an1es’ trial.
3. Mr. Jackson said he met Steven JEIIIIGS 110t lo11g after Steven was adopted as a young cl1ild
by two r11e111bers of J ackso11’s congregation, Mr. a11d Mrs. Bradley James.
4. Mr. Jackson remembered that Steven’s adoptive parents were considerably older than
111ost parents of a your1g child.
5. Mr. Jackson said that from the first tin1e he rrret Steven, Steve11 was constantly “‘on the
edge." Mr. Jackson said that tl1is meant that Steven was undisciplined and difficult for
his parents to control, even as a young child.
6. Mr. Jackson said that l1e knew r1otl1i11g abo11t Steven’s life story before Mr. and Mrs.
James adopted him, but it appeared, even when Steven was a young child, that l1e had a
"troubled" background. Mr. Jackson stated that l1e believed that "Steven’s bent, his
trouble, his disturbance, was sor11ethi11g from infancy, from the beginning of his life."
7. Mr Jackson added: "I don’t tl1i11k that l1e had tl1e chances as a youngster, before they
adopted him, ar1d l1e had a tenrperarnent set before tl1ey adopted hin1."
8. Mr. Jackson stated that, to l1is knowledge, l1e l1ad 11ot bee11 contacted by Steven’s lawyer
when Steve11 was prosecuted for nrurder. I-Ie believed that I was tl1e first person with
\\’llOI`lI l1e l1ad ever discussed the case.
