DECLARATION of
NORMAN OSTEEN, IR.
l. I am Steven James’ cousin, although I do not remember ever meeting him. My
father, Norman Osteen, Sr., is the brother of Lora Osteen Pannell, Steven James’
birth mother.
2. My father, Norman Osteen, Sr., sexually molested and abused me as a child. My
earliest memories of this occurred when I was three or four years old, and it lasted
for several ears, until I was around nine or ten ears old. \Vhen I was little, he

played with my weenie. One time he tried to get me to put my weenie into a little
girl who lived near us.
3. My father also sexually abused my sister, Debbie. I ani sorry to use this language,
but he made her suck his dick and he f—cked her too. She cried when she talked to
me about this.
4. I confronted my father about these things a couple of years ago. I asked him if he
had sexually molested other children, and he admitted it. I-Ie said, "Yeah, but I
don’t do it any more."
5. My father also talked to me about his own father, Samuel Osteen, my grandfather.
My father said he hated my grandfather because my grandfather had shown him no
love as a child, and had abused him many times. I assumed that my father meant
that he had been sexually abused by my grandfather, but he did not say that
directly.
6. My life has been messed up since I was a child. I was in trouble as a juvenile from
the time I was eight years old. I was sent to prison for the first time when I was
seventeen years old, and I have had several other cases since then. I-Iowever, I
have been clean for the past two years, since my last release from prison. I no
longer use drugs, I have a regular job, I am married and I support my children.
I declare under penalty of perjury that the foregoing is true and correct.
