DECLARATION of
CHARLENE OSTEEN
I. I have been married to Samuel Arthur ("Art") Osteen for over fifty years. Art is 80
years old and I am 77.
2. Art is the half-brother of Lora Osteen (also known as Lora Pannell and Lora
Wallace). Art and Lora had the same father, Samuel Osteen, Sr., but they had
different mothers. Lora is about twelve years younger than Art.
3. There has been mental illness in Lora’s side of the family. Lora’s maternal
grandmother was institutionalized. Lora’s mother, Joan Osteen, also suffered from
. mental illness, which may have begun after she was in an automobile accident.
Lora’s sister Diane was institutionalized at the Camarillo State Mental Hospital. I
remember Diane as a kleptomaniac. Lora’s brother Norman was diagnosed as
schizophrenic and took medication, although I am not aware of him ever being
institutionalized. Lora’s son, Jerry Isgrigg, Jr., also has had serious mental
problems.
4. Art and I lived near Lora when she was married to Lester Pannell, during the time
when her son Steven was very young, before he and his baby sister Donna were
adopted in Arizona.
5. Lora had given another child up for adoption, at an earlier time, before Steven and
Donna.
6. Lester was a heroin addict. He used heroin in front of the children. I remember
that he was in and out of the jail in Saugus.
7. I sometimes baby sat for Lora’s daughters, Pamela and Roxann, after Lora gave
Steven and Donna up for adoption. Pam and Roxann did not know about Steven
and Donna’s existence until many years later, when Roxann somehow found out
about them and went to Arizona to find them. Lora never talked about the
adoptions.
8. Lora never had any ambition to clean her house. Things were always pretty messy
and there were always dishes piled up in the kitchen sink.

` 9. After Lester, Lora lived with Jerry Jsgrigg, Sr. Jerry was nervous all the time. He
couldn’t sit still. I believe he was an alcoholic. He always seemed odd to me.
l declare under penalty of perjury that the foregoing is true and correct.
