ROXANN I-IALLQUIST
1. I was b0r11 011 March 13, 1960, i11 L0s Angeles, Calif0rnia. My pare11ts were
Lester R0y Pa1111ell a11d L0ra Lee Pa1111ell.
2. When I was b0111, tw0 siblings lived in 0111* l101”I1€. O11e was 111y 0lder ha1f—sister,
b0r11 in 1957, 11a111ed Pamela Kershaw. Pam’s bi0l0gical 111OIl1€1` was L0ra Pannell,
b11t she had a different father. My 0tl1er 0lder sibling was Steven Pa1111ell, wl10 was
al1110st tw0 years 0lder than 111e. Steven’s bi0l0gical pare11ts were the sa111e as
mine, Lester a11d L0ra Pannell.
3. I11 1961, 1ny parents, Lester a11d L0ra Pannell, had a110ther child, named D01111a.
4. My father, Lester Pannell, left my m0ther when I was a small cl1ild. Hcwever, I
saw hi111 011 several 0ccasi011s after that. He was a l1€1`Ol11 addict a11d a11 alc0h01ic
wh0 spent time in p1`lSO1'1.
5. When my sister D01111a was a baby, Jerry lsgrigg, Sr. 1110ved in with 111y1110tl1er.
My 1'11OIl1€1` SOO11 became pregnant with Je11y’s child, J eiry Isgrigg, Jr., wl10 was
lZ)O1`1"l111 1962.
6. J eiry Isgrigg, Sr. was an alc0l10lic, and was alm0st always d11111l<. I learned when I
was gr0wing Llp that Jerry Sr. 011ce dr0pped 111y br0tl1er, J €1`1`y Jr., 011 11is head,
wl1e11 J eny, Sr. was drunk.
7. As 10ng as I ca11 remember, n1y l`HOll1€l` was 111e11tally ill. I never saw l1er happy.
Sl1e was always sad. Sl1e is still alive, b11t her l1ealtl1 — b0t11 physical a11d 111e11tal —
is very bad. I believe sl1e is bi-p01ar. Sl1e C311 be nice t0 pe0ple, b11t sl1e verbally
abused her children as we were g}`O\‘v’l1'1g up. She was instit11ti011alized 011 at least
tw0 0ccasi011s — 011e 0f tl10se ti111es wl1e11 I was very y01111g — and all 0f l1er cl1ildre11
(including me) were re1110ved f1`O1'H 11er l10me by the state.
8. When I was ab011t tw0 0r three years 0ld, Steve11 and D01111a were ad0pted, while
Pa111, J eny, Jr. a11d I were retumed t0 l1“1y1`11OIl1€1"S 110111e. I was t00 y01111g t0
1`€I1l€1`1llZ)€1` Steve11 and D01111a \Vl1€l`1 they had lived i11 011r h0111e. 111 fact, I did 110t
eve11 knew that they existed until 111a11y years later. My 1'UOIll€1`11€V€1` talked ab011t
tl1en1 0r why tl1ey were ad0pted.

9. Jerry Isgrigg, Sr. and my rnother did not last long as a couple. After Jerry, Sr. left,
my mother frequently brought men home from bars. She always needed to be with
abusive, alcoholic men. Sometimes they did mean things to us. Once, when I told
my mother that one of these men had done something bad to me, she refused to
listen to me.
10. My mother’s brother, Norman Osteen, was frequently in our home when we were
growing up, for as long as I can remember. When my mother learned that Norman
was molesting my brother Jerry, she did nothing about it and allowed him to
continue coming to our home.
1 1. My mother w as on welfare, and we moved a lot when I was a child, as much as
every three to six months. I later figured out that my mother (and whatever man
she was with at the time) never paid rent, and we were forced to move.
12. My mother was not around our home very much, and frequently we were either on
our own as children, or we stayed at other peop1e’s homes.
13. VVhen I was thirteen years old, I was looking through a box of old photographs and
found papers relating to my sister Donna’s adoption. This was the first time I
learned about Donna. I called Donna’s adoptive parents in Arizona, asking if I
_ could meet her. Her adoptive father told me I’d have to wait until she was
eighteen years old. I still did not know that I had a brother, Steven.
14. Having survived my entire childhood without adults in my life who functioned as
real parents, I was emancipated at the age of fourteen.
15. In 1979 or 1980, I hired an investigator and learned where Donna was living in
Arizona. Not long after that, I drove there with my boyfriend at the time, and met
Donna. Donna told me that we had a brother Steven, who had grown up in
Phoenix, in the house behind her adoptive parents’ home. I was shocked to learn
about Steven.
16. Steven came back to California with me and stayed in my home for a while, then
stayed with my mother and her husband, Allan Wallace. I was present when
Steven first saw my mother. His first words were: "W`hy did you sell me7" She
had no answer. This was very upsetting for Steven.
17. Steven got high on drugs when he was in California. He hung around with my
other brother, Jerry, but I don’t know what dings they used. When I was present,
Steven often smoked pot.

18. My father, Lester Pannell, was an addict, and there was a lot of drug abuse
throughout his family. His brothers Donald and Gary were heroin addicts. His
first wife, Jerri, went to prison for crimes involving heroin. Lester and Jerri also
had two sons, Tom and Vince (who was called “Buddy"), who both sold and used
drugs.
19. There has been a great deal of mental illness and sick behavior in my mother’s
family.
· My mother’s sister Diane, my aunt, was institutionalized in psychiatric
hospitals several times. Diane sometimes took us to Good Will boxes to
steal items from them.
· Diane’s daughters, Abdulla and Sophia (my cousins), were also
_g institutionalized, and the state took Sophia’s children from her.
• My brother Jerry has serious mental problems and has been homeless for a
long time.
• My sister Pam’s son Bryan tried to jump from a moving car when he was
seven or eight years old. He has said many times that he wanted to die. He
squished his hamster to death, and he told his mother that he was going to
kill her. He has been institutionalized twice.
· My matemal grandfather molested several of his grandchildren. I don’t
know if he molested Steven.
• My uncle Norman, my mother’s brother, prostituted his daughter for rent
money. Norman also molested my brother Jerry as a child. Norman was
_ around when Steven lived in my mother’s home, but I was too young to
know if he did anything to Steven.
20. Steven’s defense lawyer never contacted me before his murder trial or sentencing.
If I had been contacted, I would have been available to answer questions about our
family history.
