JOINT STATUS REPORT AND MOTION FOR A SUSPENSION OF PROCEEDINGS Pursuant to the Court's order dated November 27, 2007, the parties file this joint status report. Counsel for the parties

have agreed upon a settlement proposal which can be recommended for approval by the appropriate official in the Department of Justice. Counsel for defendant will be prepared to recommend the

proposal to the authorized representative of the Attorney General within the next few weeks. We anticipate that if counsel's

recommendation is accepted, the merits of this case may be resolved by March 31, 2008. Therefore, we respectfully request

that the Court suspend proceedings in this case to and including March 31, 2008. Counsel further request that if the case is not

resolved by March 31, 2008, the parties be allowed to file a joint status report no later than April 30, 2008.
