Petition to Revoke Supervised Release
COMES NOW PROBATION OFFICER Sharon D. Werner presenting an official report on Keith
Armstrong Sill who was committed to the Bureau of Prisons on July 16, 2003, by the Honorable Mary H.
Murguia presiding in the District Court of Arizona. A three year period of supervised release was
imposed, and supervision commenced upon the offender's discharge from imprisonment on October 30,
2003. SiII's supervised release was revoked on March 10, 2004, and he was sentenced to seven months
custody and 29 months supervised release. In addition to the general terms and conditions adopted by
the court in General Order 04-11, the offender was ordered to comply with the following special
conditions:
1. You shall participate as instructed by the probation officer in a program of substance abuse
treatment which may include testing for substance abuse. You shall contribute to the cost of
treatment in an amount to be determined by the probation officer.
2. You shall submit to search of person, property, vehicles, business, and residence to be conducted
in a reasonable manner and at a reasonable time by, or at the direction of, the probation officer.
3. You shall provide the probation officer access to any requested financial information.
4. You shall participate in a mental health program as directed by the probation officer which may
include taking prescribed medication. You shall contribute to the cost of treatment in an amount
to be determined by the probation officer.
5. You are prohibited from owning, maintaining or using a firearm.
6. You shall not be involved with gang activity, possess any gang paraphernalia or associate with
any person affiliated with a gang.
7. You shall abstain from all use of alcohol or alcoholic beverages.
8. You shall cooperate in the collection of DNA as directed by the probation officer.
Unnumbered special condition as ordered on March 10, 2004:
The defendant reside and participate in a community correction center for up to 12 months and
comply with the rules of that facility.
Keith Armstrong Sill was convicted of Possession of Stolen Mail, a Class D felony, in violation of 18 USC
§1?08.

RESPECTFULLY PRESENTING PETITION FOR ACTION OF COURT FOR CAUSE
AS FOLLOWS:
A. Violation of Standard Condition No. 8: "You shall not purchase, possess, use, distribute or
administer any narcotic or other controlled substance as defined in section 102 ofthe Controlled
Substances Act (21 U.S.C. § 801) or any paraphernalia related to such substances, without a
prescription by a licensed medical practitioner. Possession of controlled substances will result
in mandatory revocation of your term of supervision.
Sill used illicit substances on or about September 24, 2005. On September 26, 2005, the
offender submitted a urine specimen which was positive for methamphetamine and marijuana and
he admitted using both substances on September 24, 2005.
Grade C violation. §7B1.1(a)(3)(B).
B. Violation of Unnumbered Special Condition: "The defendant reside and participate in a
community correction center for up to 12 months and comply with the rules of that faciIity."
The offender failed to reside and participate in a community corrections center for up to 12
months. Sill was placed at Behavioral Systems Southwest (BSSW) in Florence, Arizona, on
September 26, 2005. On October 21, 2005, Sill left the facility without permission and he failed
to return.
Grade C violation. §7B1.1(a)(3)(B).

In conformance with the provision of 28 U.S.C. § 1746, I declare, under penalty of perjury, that the
foregoing is true and correct to the best of my knowledge. Based on the information presented that the
offender has violated conditions of supervision, I am petitioning the Court to issue a warrant.
