Honorable Judge David G. Campbell
United States District Judge
401 W. Washington Street
6th Floor
Phoenix, AZ 85003
Dear Judge Campbell:
You assigned Anders Rosenquist as my Attorney to represent me in my Appeal of
case No. CR 03-0974-PHX-DGC. I met with him one time in person six months
ago. I have had less than a half dozen telephone conversations with him for six
months. He has never provided me with an e··mail address for contact with him.
I had sent him many notes, etc., the first week he represented me but never heard
back on those notes in any form or fashion.
I telephoned Mr. Rosenquist over four months ago and left a message for him on the
voice mail that I needed more communication with him and needed to set another
appointment to meet with him and/or the person who was going to draft the
Opening Brief for my Appeal to no avail. I then sent Mr. Rosenquist a letter over
two months ago on July 14, 2006 first requesting that he file a motion for a hearing
in front of you to present the reasons why I needed proper communication or new
representation. I followed up with certified letters, July 21, 2006, August 7, 2006,
August 24, 2006, September 5, 2006 and again today, September 19, 2006. I have
written him each time, expressing dismay of his refusal to fulfill the six major
commitments he made to me verbally and on paper since his representation of me.
For instance, I was told from the beginning that I would be able to participate in the
preparation of the Opening Brief rough draft for my Appeal and that the Opening
Brief rough draft would be sent to me for “editing" three times back and forth. Mr.
Rosenquist stated to me, "No one knows your case better than you."
Mr. Rosenquist stated on paper that I would receive a copy of the Opening Brief
rough draft two months ago. I was finally told by Mr. Rosenquist last week that the
Opening Brief is due on Sunday, September 24, 2006. At that time, Mr. Rosenquist
stated the Opening Brief rough draft would not be finished until this week. I asked
Mr. Rosenquist to file an extension for sixty days to he able to participate in the
preparation of the Opening Brief rough draft to establish an Opening Brief final
draft. I received Opening Brief rough draft today. I have not been able to

participate in editing and because Mr. Rosenquist’s instructions are to fax any
changes by this Friday, September 22, 2006, this does not give me adequate time.
Mr. Rosenquist verbally refused on the telephone last week to fle a motion on my
behalf to establish a Hearing in from of you. Mr. Rosenquist verbally agreed on the
telephone last week to file an extension for tiling the Opening Brief final draft as an
alternative, however when I received the Opening Brief rough draft today in his
cover letter, he now refuses to tile for an extension of the Opening Brief final draft.
Mr. Rosenqnist told me on the telephone last week he was sorry that he told me bow
little money he made with a Court Appointed case. He also told me on the telephone
last week that he was sorry that he toid me he was moving his office for the past few
ll onths and did not have time to do much else. In addition, Mr. Rosenquist told me
on the telephone last week he was sorry that he told me that he goes out of town
often and that takes up much of his time. Also, he told me he was sorry that he told
me that other client’s cases come before mine. Additionally, Mr. Rosenquist told me
on the telephone last week he was sorry that he told me that he would represent me
in my Insurance License Hearing to revoke my Insurance license due to a Felony
Conviction, but then said shortly before the Hearing that he could not represent me.
In addition to that, Mr. Rosenquist told me on the telephone last week he was sorry
that he told me that he did not follow through with a motion to you to allow me to
travei out of State when I was first told four months ago by Michelle Bertinetti that
it would be OK for my Attorney to file a motion to allow me to travel out of State.
Lastly Mr. Rosenquist told me on the telephone last week he was sorry that he told
me that I would be able to participate in the editing of the Opening Brief rough
draft more than the few days I would have.
Mr. Rosenquist told me on the telephone last week I could write a letter to you, but
n he said you could do nothing as you have nothing to do with my case anymore. He
h said that my case is up in San Francisco and there’s not much I can do about it.
After reading the Opening Brief rough draft today, I am very dismayed that it docs
nut cover the most important aspects of my case for Appeal. It appears to be a
y short-cut Opening Brief mugh draft void of very pertinent information.
t My girlfriend, Kim Polliciuo has been following my case closely and has helped me
due to my ongoing disability, with letters and other things written and various other
things, and she can’t understand why this is all happening to H e either.
Please let me know what I can do to reserve my rights to Justice. Thank you very
much for your time and concerns.
Sincerely,
@.128 amt y
Neil R. Bond
