Honorable Judge David G. Campbell
United States District Judge
401 W. Washington Street
6th Floor
Phoenix, AZ 85003
Dear Judge Campbell: A
You assigned Anders Rosenquist as my Attorney to represent me in my Appeal of
case No. CR 03-0974-PHX-DGC. I met with him one time in person six months
ago. I have had less than a half dozen telephone conversations with him for six
months. He has never provided me with an e-mail address for contact with him.
I had sent him many notes, etc., the first week he represented me but never heard
back on those notes in any form or fashion.
I telephoued 1V[r. Rosenqnist over four months ago and left a message for him on the
voice mail that I needed more communication with him and needed to- set another
appointment to meet with him andfor the person who was going to draft the
Opening Brief for my Appeal to no avail. I then sent Mr. Rosenquist a letter over .
two months ago on July 14, 2006 first requesting that he file a motion for a hearing
p in front of you to present the reasons why I needed proper communication or new
u representation. I followed up with certified letters, July 21, 2006, August 7, 2006,
August 24, 2006, September 5, 2006 and again today, September 19, 2006. I have
written him each time, expressing dismay of his refusal to fulfill the six major
commitments he made to me verbally and on paper since his representation of me.
For instance, I was told from the beginning that I would be able to participate in the
preparation of the Opening Brief rough draft for my Appeal and that the Opening
Brief rough draft would be sent to me for "editing" three times back and forth. Mr.
Roseuquist stated to me, "No one knows your case better than you.”
Mr. Rosenquist stated on paper that I would receive a copy of the Opening Brief
rough draft two monthsago. I was finally told by Mr. Rosenqnist last week that the
Opening Brief is due on Sunday, September 24, 2006. At that time, Mr. Rosenquist
stated the Opening Brief rough draft would not be finished until this week. I asked
Mr. Rosenquist to file an extension for sixty days to be able to participate in the-
preparation of the Opening Brief rough draft to establish an 0pening‘Briefl'1nal
draft. I received Opening Brief rough draft today. I have not been able to

participate in editing and because Mr. Rosenquist’s instructions are to fax any
changes by this Friday, September 22, 2006, this does not give me adequate time.
Mr. Rosenquist verbally refused on the telephone last week to file a motion on my
behalf to establish a Hearing in front of you. Mr. Ro enquist verbally agreed on the
telephone last week to file an extension for filing the Opening Brief final draft as an
alternative, however when I received the Opening Brief rough draft today in his
cover letter, he now refuses to tile for an extension ofthe Opening Brief final draft.
Mr. Rosenquist told me on the telephone last week he was sorry that he told me how
little money he made with a Court Appointed case. He also told me on the telephone
last week that he was sorry that he told me he was moving his office for the past few
months and did not have time to do much else. In addition, Mr. Rosenqrrist told me
on the telephone last week he was sorry that he told me that he goes out of town
often and that takes up much of his time. Also, he told me he was sorry that he told
me that other client’s cases come before mine. Additionally, Mr. Rosenquist told me
on the telephone last week he was sorry that he told me that he would represent me
in my Insurance License Hearing to revoke my Insurance license due to a Felony
Conviction, but then said shortly before the Hearing that he could not represent me.
In addition to that, Mr. Rosenquist told me on the telephone last week he was sorry
that he told me that he did not follow through with a motion to you to allow me to
travel out of State when I was lirst told four months ago by Michelle Bertinetti that
it would be OK for my Attorney to tile a motion to allow me to travel out of State.
Lastly Mr. `Rosenqui t told me on the telephone last week he was sorry that he told
me that I would be able to participate in the editing of the Opening Brief rough
draft more than the few days I would have.
Mr. Rosenquist told me on the telephone last week I could write a letter to you, but
he said you could do nothing as you have nothing to do with my case anymore. He
said that my case is up in San Francisco and there’s not much I can do about it.
After reading the Opening Brief rough draft today, I am very dismayed that it does
not cover the most important aspects of my case for Appeal. It appears to be a
short-cut Opening Brief rough draft void of very pertinent information.
My girlfriend, Kim Pollicino has been following my case closely and has helped me
due to my ongoing disability, with letters and other things written and various other
things, and she can’t understand why this is all happening to me either.
Please let me know what I can do to reserve my rights to Justice. Thank you very
much for your time and concerns.
Sincerely,
Neil 11. Bond A
