There is no doubt that Prison administration has the responsibility and right to
house inmates in a manner that is consistent with its judgment as to how best to
maintain order and safety for inmates and staff within the facility.
It is my opinion, based on my review of the available evidence, that it is a mistake to
house inmate Hampton for an indeterminate number of years in an SMU facility.
1-le represents no demonstrable risk to other inmates or staff, and faces
indeterminate risks to his physical and mental health by continued placement in
SMU.
