There is no rlouht that Prison administration has the responsibility; and right to
house imnates in a manner that is consistent with its judgment as to how best to
maintain order and safety for inmates and staff within the facility.
It is my opinion, based on my review of the available evidemte, that il is a mistake to
house inmate Hampton for an indeterminate number of years in an S W facility.
He represents no demonstrable risk to other inmates or staff, and faces
indeterminate risks to his phyetenl and mental health by eontinued placement in
SMU.
