IT IS ORDERED that Petitioner shall file a Reply to Respondents' Supplemental Response to Ground V by Friday, February 17, 2006. In his Reply, Petitioner shall address the issues raised in Respondents' Response, including but not limited to whether Petitioner's counsel acted reasonably pursuant to Strickland.
