DECLARATION OF VICKI K. HAYDEN I, Vicki Hayden, make the following declaration in accordance with 28 U.S.C. ยง 1746. I am aware that this declaration will be used in the United States Court of Federal Claims, and that this declaration is the legal equivalent to a statement under oath. 1. I am a paralegal specialist in Civil Discovery Review Unit I of the Office of the General Counsel of the Federal Bureau of Investigation ("FBI"). One of my responsibilities in this position is to obtain FBI documents sought in lawsuits and to provide them to the appropriate Government attorney after appropriate redaction. 2. On or about July 16, 2007, I was asked to investigate whether the FBI possessed any files relating to a Drug Enforcement Administration ("DEA") Confidential Informant, who was known as "the Princess." I was provided the actual name of the Princess (which I do not state here because her identity is protected) and used that to conduct a search of FBI databases. 3. I obtained a number of documents relating to the Princess and, after appropriate redaction, provided them to FBI counsel who, I understand, forwarded them to counsel for the Department of Justice in this case. I coded the redactions to indicate why they were made. The redactions in the documents were primarily made in order to protect the identity of the Princess, although some redactions were made to protect classified material that must remain classified. None of the redactions concerned matters that were in any way related to the 1995 kidnaping of the Princess, nor were they related to any matters concerning compensation that may or may not have been promised to her by the DEA.
