L.P. Consulting submitted information which was used by your office to prepare an Indefinite Quantity Contract/Construction, WorkOrder #23.00 dated September 10, 1996. A copy of that modifiedworkorder ("Mod")is enclosed for your reference. Pursuant to additional conversations with Sam Southern and Lois A. Gunlogson of your office, L.P. Consulting completed approximately 80%of the work to be done under the Mod,as well as 100%of the work, under the original workorder. Thereafter, in November, 1996, you advised L.P. Consulting of your conceras with the pricing of the Modand you indicated payment would be withheld, even for that part of the project clearly completed. Prior to your objection, your letter of November 1996respondingto L.P. Consulting's 5, lette~ of November4, 1996 instructed L.P. Consulting to proceed with its work, which obviously included the Paxton Project. Noobjection to the pricing was raised prior to the substantial completionof the project.
