Dear Mr. Rigsby: Wehave been retained to represent L.P. Consulting Group, Inc. ("L.P. Consulting") concerning its claims against the United States Postal Service CUSPS") connection with your in failure to award it a contract for construction of a dock enclosure at the DownersGrove Post Office. Onor about August 1, 1996, L.P. Consulting provided to you a bid and draft work order offering to perform the work set forth in the USPS solicitation concerning the DownersGrove Post Office DockEnclosure. A copy of the draft work order is enclosed and markedas Extfibit A. L.P. Consulting learned informally that it was the low bidder on the prqiect and assumed it would be awarded the contract by the USPS.It madearrangements to perform the contract by lining up subcontractors. On several occasions, including a meeting on November 1996 19, at which you and Jesse McNabb your office were present, Rich Battaglin of L.P. Consulting of inquired whether he would be awarded the contract or whether the contract had yet been awarded and no response was madeto his inquiry. On December3, 1996 Mr. Battaglin heard informally that the contract may have been awardedto another contractor and he requested bid results by letter to you of that date. A copy of that letter of December3, 1996 to you is attached as Exhibit B for reference. L.P. Consultinghas not received a response to that letter.
