Theprotest letter also raised collateral issues concerning the contracting officer andthe administration of an indefinite quantity contract held by Consulting,anda Freedom information request, all of which of are outside the scopeof bid protest procedure. DISCUSSION Althoughthe issue of timeliness has not beenraised by any party to this proceeding, wemaydo so sua spontebecause failure to file a timely protest in accordance the with our regLilafions constitutes a jurisdictional defect whichrequires that the protest be dismissed.
