19 Pursuant to this Court’s June 13, 2000, Ex Parte Order (at para. 7) (approving use
20 of law clerks), 18 U.S.C. §3006(A) and 21 U.S.C. §848(q)(9), Petitioner Steven Craig
21 James applies for permission to bill for services provided by law student clerks.
22 This is a habeas corpus matter that involves numerous legal issues. There are 22
23 claims that remain for which the Court has invited briefing. The law clerks, who are
24 full-time students at the Arizona State University College of Law, will be retained to
25 undertake legal research into those issues and to prepare initial drafts of court papers.
26 The briefing schedule in this matter rims into 2007. It is anticipated that the clerks will

1 work up to 15 hours per week until then. This application requests approval to allow that
2 work to be billed at $25 per hour. We have conducted an informal survey and
3 determined that this request is below the going rate of $30 - $40 per hour that is paid by
4 private law firms in metropolitan Phoenix. In addition, in 1993 in this matter, Judge
5 Strand allowed work to be performed by law clerks at $25 per hour.
6 We believe that delegating research and initial drafting tasks to the clerks will not
7 compromise Petitioner’s representation but will allow that representation to be performed
8 in a more economical way than if all such work were performed by counsel.
9 James is financially unable to pay for the requested services.
