This Motion is supported by the separately filed Memorandum in Support of Plaintiffs' Motion for Summary Judgment, Statement of Facts in Support of Plaintiffs' Motion for Summary Judgment, the Declaration of Peter E. Heuser in Support of Plaintiffs' Summary Judgment Briefing, and the Declaration of Elizabeth A.
