SPECIAL ORDER OF REFERENCE TO MAGISTRATE JUDGE

The Bureau of Prisons has indicated that it may implement a " proposed guidance memorandum"that would have the effect of ameliorating the impact of the challenged regulation here, 28 C.F.R. § 540.71(a)(2). See Unopposed Motion for Extension of Time to Respond to Summary Judgment Motion (Dkt. # 71). The implementation of that guidance memorandum may resolve some if not all issues in this case. Therefore, all settlement issues in this case are hereby specially referred to United States Magistrate Judge Michael J.
