Court reviews proposed scheduling order with counsel. Court identifies inadequacies of proposed order. Court states scheduling order should include discovery in phases starting with document discovery, deadlines should not be dependant upon a trial date, include stipulations of fact, eliminate inapplicable defenses and specify the discovery that will be undertaken. Court states punitive damages are not available against this government entity. Discussion regarding injunctive relief with respect to looking forward. Court further states GSA remains a viable association, therefore, unnamed plaintiffs are members of that association.
