We received our anual opering pla, As usua, you referred to our meeti as a

discusion. It was as al discussions, we have with you folks in the Forest Serice. There

is not anytng in the anua operatig pla tht we agreed to. You ha mad a decision
to allow 330"head on our alotment prior to the tie you reviewed the RI monitoring. Even though the Forest Service wa not able to get your monitoring done the RITF did do theirs and as you know it was quite different from wha the capacity ha been
accordig to

your pas monitori. We asked to have oUt number 553 head reinsted

as thir monitorig was scientically done and showed we have plenty of forage for ol1 ful numbets. We differed in our thoughts about a watg trough in the Pena corrals.

.We own the watr rights on the sprin tht is piped to the corral. It is a stock water and beneficia to you or us. We are Willin to work with you in a trugh there would not be
have ased agai and
aras where we can feel some beneficial for either you or us.. We

agai for a May 1 move" da as the elk ar eag our forage before the catte are alowed
on the allot:nt. As usua you have agai refued ths date for movig. The prickly the Fis and Wildle nor for the allotment ownrs and as you poppy is not a conce for

know there is no documentation to sl:w catte intedere in any way with the poppy. As

for daiy manement practices designed to maze distbution of livestock, we always do th, but even your own documentation shows tht elk ar consum our
forage. We do tae ever

precauon to protect the resource but we have no way to stop

wíldle from damgig the resource or the improvements and elk continue to destry not
only the fornge but devaste the wateg sites and consmne our sat and mines as 1h
destroy our fences. You contiue to ignore ths fat. In regard to the Forest Service not

recogng any eaements aSsociated with our water rights ths does not chae the fact
that we own the right to manta the watr and 'te easents th are necess to
mainta the water. YÇ)u metion we need to work closely to ameiid the AOP should th usua agai ther is no inention of amendin the AOP should drought contiue, but as

thre continue to be plenty of moiSe and forage to increase our number.
Ths lettr wi sere to docuient our concems with the AOP for ZOOS.
