United States, No. 03-5245 (D.C. Cir. Dec. 3, 2004), which cites Shaffer v. Veneman, 325 F.3d 370 (D.C. Cir. 2003), and holds that for a plaintiff to seek remedies in excess of $10,000 for breach of a settlement agreement or to seek reinstatement of the underlying administrative complaint (Title VII in Brown), the Court of Federal Claims has exclusive jurisdiction.
