{ADC] as a Dcnectipnal Clflicer li {"CD ll"). I have been empluyeri by ADC
ever fer 21 years.
2. I am cumpetent tp testify tu the matters herein and this
Declaraticn is made upcn my ewn perspnal ltnpwledge.
3. l am familiar with ADC pelicies and prccedures including. but
nut limited tp, Department Drder {"DD'} Ellis, inmate itvlaiirlircpertjx and
Stcres. Appendix A tc DD ads sets fbrth a ccmprehensive list cf prqperty
which inmates may pcssess. inmates' perscnal prbperly generally
includes nct cnly unique, durable gecds such as a televisicn cr radic but
aisc items such as different magazine titles and issues, curresppndence cr
perscnal papers, phbtegraphs, persenal hygiene prpducts. and pestage
stamps, ricne cf which lend themselves tc specific iderititicatibn fcr
purpuses ef recerding receipt, inventery, cpnhscatien, cunsumptien, pr
release.
4. Absent certain specitic circumstances, such as pessessierl uf
" quantities in excms cf the number allewed by pclicy br evidence that the
items de nut belong tu the pessessing inmate, items such as magazines,
pbstage stamps, and phutegraphs are authuriaed fer inmates tu pcssess in
their heusing area. Inmates are allcwedi a maximum cf El] pcstage stamps
and 5 magazines in their pbssessipn at any given time. There is nb
expressed limit per pulicy en the number uf phctpgraphs an inmate may
pessess.
5. When a piece uf inmate prbperty is altered in such a way as te
make its ewrlership unascertainable, it is cunsidered altered cuntrabartd,
and cannct be retained by the inmate.
E. As a DD ll, my duties include searching inmates' living spaces
tc verify ccimpliance with DD aus and tc ensure thatthe inmates are nct in
pcssessipri cf cpntraband.
