The purpose of this addendum is to establish the entry level position in the career ladder
designed to provide the incumbent with experience and training necessary to meet the
qualifications required to successfully perform the duties and responsibilities of the attached
target level position description (position # 3003A). The incumbent will receive work
" assignments and training consistent with the objective of becoming qualified for promotion to
the next higher grade. Upon meeting all regulatory requirements for promotion, satisfactory .’
completion of any applicable training plans and demonstration ofthe ability to perform
satisfactorily at the next grade level, the incumbent may be non-competitively promoted to the
next higher level (GS-7 intermediate level) in the career ladder.
At the GS·5 entry level, the incumbent is expected to have a background in the use of a personal
computer or central computer system. The incumbent will work closely with the supervisor and
Assistant Systems Manager to develop the skills and experience required by the intermediate
level position. _
Following is a statement of difference for Factors 1-4; Factors 5-1 1 are the same as in the target
level position:
FACTOR 1. KNOWLEDGE REQUIRED I
1. Skill in eiiectively communication with others, both orally and in writing.
2. Skill in analyzing problems, to include identifying relevant factors, gathering pertinent
information and recognizing solutions.
2. Skill in completing thorough, accurate work that requires preplanning a logical sequence
of steps.
FACTOR 2. SUPERVISORY CONTROLS I
The incumbent will receive specific assignments, including assistance in completing them when
required, and will be under close supervision. The incumbents work will be subject to more
hequent and meticulous review than at the intermediate or target levels. As experience and
knowledge are gained, and as the incumbent demonstrates competence in the completion of
assigned work, the degree of supervision and control will be progressively reduced. '

V The incumbent_will receive more specific direction than at the intermediate or target levels
regarding work methods, procedures, objectives and priorities. The Assistant Systems Manager
i may suggest possible solutions to work assignments.
FACTOR 4. COMPLEXITY
The work requires making decisions and selecting solutions to work assignments &om among
~ several alternatives. Different approaches must be considered and tested before a final solution
is decided upon. The degree of complexity is similar to what is required at the target level; ’
however, much more supervision and guidance is provided and delegated authorities and
responsibilities will be fewer than at the intermediate or target levels.
