Appellant’s request for a certificate of appealability is denied. E 28 U.S.C. § 2255 il 1.
Jurists of reason would not debate whether the District Court was correct in its procedural
ruling. E Slack v. McDaniel, 529 U.S. 473, 484 (2000). To the extent that a certificate
of appealability is not required, Appellee’s motion for summary affirmance is granted.

378 F.3d 294, 297 (3d Cir. 2004). Appellant’s motions to stay the ruling on summary
