ORDER TO DISBURSE FUNDS TO PAY TAX OBLIGATIONS AND FEES The Court, having reviewed the Securities and Exchange Commission's Motion to Disburse Funds to Pay Tax and Tax Administrator Fees, and the supporting Declarations of the Tax Administrator (the "Declarations"), and for good cause shown, IT IS HEREBY ORDERED: 1. The Distribution Agent shall issue a check on Bank of the West account number 756013215, under the case name designation "SEC v. Qwest Communications Settlement Fund," for the amount of $50,691 payable to Damasco & Associates, for the payment of tax obligations, as provided in the Declarations. The funds shall be distributed from the earnings of the Distribution Fund. The check shall contain the notation "SEC v. Qwest Communications Settlement Fund," the Federal tax identification number for the Qualified Settlement Fund 20-2883185, and payment identification "2005 tax return". 2. The Distribution Agent shall issue a check on Bank of the West account number 756013215, under the case name designation "SEC v. Qwest Communications Settlement Fund," for the amount of $1,500 payable to Damasco & Associates, for the payment of fees, as provided in

the Declarations. The funds shall be distributed from the earnings of the Distribution Fund. The check shall contain the notation "SEC v. Qwest Communications Settlement Fund," the Federal tax identification number for the Qualified Settlement Fund 20-2883185, and payment identification "Tax Administrator fees for 2005".
