JOINT CERTIFICATION MEETING OF COUNSEL - DECEMBER 20, 2005 Pursuant to the Rules of the Court of Federal Claims ("RCFC") Appendix A ¶ 13(d), Plaintiff and Defendant jointly file this certification, verifying that they have met and accomplished all matters required by RCFC Appendix A ¶ 13. Pursuant to the Court's September 1, 2005, Order, and RCFC Appendix A ¶ 13, the parties met on December 20, 2005, exchanged exhibit and witness lists, and accomplished all required matters under RCFC Appendix A ¶ 13. The parties have worked in a cooperative manner in the exchange of exhibit and witness lists. Due to the vast collection of documents from numerous sources, and the complexity of the issues, the parties have agreed to allow for supplementation of exhibit and witness lists and the exchange of proposed stipulations and demonstrative exhibits in accordance with the following schedule:
