¯ The Committee on Indian Affah% to whom was relented the bill (H. R. 15883) for the d/vision of the ]ands and funds of the Osage lndians, in Oklahoma~ submit the tollowing report: -~ For several years the O~ge tribe of Ludlans, of Oklahoma, has been considering the question o~ ~king the Governmant £o divide its laL~ and moneys amon'g the members of the tribe, in all contests for tL election of o~licers in this tribe ~his question has been an issu~ For . the past t~o years these Indians have virtually agreed that ~e~r landis and moneys should be divided, but they have been unable to agree, ~pon a plan of division until this year. The bill which your committee herewith reporta was submitted to the Osages at the last general election held by them, ~nd it was adopted by all factions of the tribe. It was brought to Washington by delegates representing those ~aetions, submitted to the Secretary of the Interior for his considers.tion, and the committee has given themeasure very carefu} oonsidem, tion and recommends its p~sage with the amendr~ents suggested by the Department and also with some amendmenLs which the committee thought ~hould be agreed upon. Amendment :No. 17 is a change of pba~eo]o~. Amendment :No. 18 prohibit~ any mining or prospectiug for minemlB upon the homes~d of ~my of'the Indians without the approval o;~ the Secretary of the Interior, but provision is made that nothing ¯ in said Rein shall be construed as sifeefing any valid or existing lease or contract. Amendment 1~o, 19 is ~ cha~ge of phraxeology. byAmendment No. 20 strikes out section 5,the bill p~sed the House, an amendment which wa~ agreed to when which is made anneces~ry but by oversight ~ ~ctio, 5 was retained in the bill. Amendments ~oL 91, 93, 95, 98, 80, ~, 35, and ~ simply ~ange~ the numbering of the sections. Amendment ~o. 99 is a ch~ge of ph~eology. Amendment No. 2{) gives the right to parties to whom ]~na~ are set ¯ side ~o~ their sole use and benefit, not only to ~ntrol the ~uda, but also the prooeeds thereof. Amendment }No. S7 provides that leases given on }ands for the benefit of individual members of the tribe shallrbe subject to the appzowl of the Secretary o~ the Interior. Amendment :No. 29 strikes out the section creating a county out of the Osage Indian Reservation, as this has been slreacl} providei for ~n the ~ood bill. Amendment l~o. 31 makes it unnec¢.ssary for a new election to be hel~ tMs year. As the tribe has jnst had an election it was thought to b¢ unnece~ssay5 to require another before 1908. Amendment No. 39 is made necessary by amendment 31, add eh~ges the word "six" to "eight." Amendment :No. 33 authorizes the Secretary of the "in~edor to remove any member of the council for good cause. Amendment No. 37 strikes out section 15, which provided for the ratl/ica~on of the sct by a vote of the members of the tribe. This was deemed an, eoes~ary as the tribe has already virtaally voted upon the ~et~ and it has been an issue among the members for a number of years, and at the election in 1905 the }a~ibo was almost unanimous ~or the measure. ~on~ ~nagers recommend the adoption O~ the report.
