MOTION TO SUBSTITUTE ATTORNEY Plaintiff, Manhattan Construction Company ("MCC"), by its undersigned counsel, pursuant to RCFC 83.1(c)(4), respectfully moves this Honorable Court to allow it to substitute its lead counsel in the above-captioned case from Adam C. Harrison, Esquire ("Harrison"), to Eli Robbins, Esquire ("Robbins"), and as reasons therefore, states as follows: 1. 2. Mr. Robbins is an associate in Mr. Harrison's law firm, Harrison Law Group. As such, Mr. Robbins has been involved in the above-captioned litigation from its
