was that internal USAID traffic? A It was a mix of internal USAID traffic and
an amount of traffic with SSA people, specifically Bob Watters and Fergus Moran. Q Now, in preparation for your deposition

Iraq reconstruction process? A I became involved in the Iraq
reconstruction process in September of 2002. Q If you would, beginning in September of

January 16th of 2003, there was a program -national security classified; I can't discuss the details of it -- to look at the contingencies that
