Plaintiffs' Motion to File Sur-Reply (Doc. 381) is GRANTED. The Clerk of

Court shall file the corresponding lodged document (Doc. 382). (2) Plaintiffs' Motions to Reconsider the Discovery Dispute Order and to

Supplement (Docs. 357 & 363) are GRANTED. (a) Defendants must provide the corresponding requested documents to

Plaintiffs that are not privileged by no later than February 15, 2008. The Court notes that it has ordered Defendants to turnover these documents because the discovery rules are broadly interpreted in favor of disclosure, and so ordering does not presage a ruling on the question of their ultimate relevance. (b) By no later March 3, 2008, Plaintiffs may file, if they choose, a

supplemental brief on whether there is a strong showing of bad faith or improper behavior by the Department of Treasury regarding issuance of the Solomon Letter, and, if so, the
