Information Act ("FOIA"), 5 U.S.C. § 552. After considering the papers filed in support of and in opposition to the motions, and having heard oral argument, and for the reasons in Plaintiff's papers and argument, the Court hereby GRANTS Plaintiff's motion for summary judgment and DENIES Defendant's cross motion. Further, this Court orders the Office of Management and Budget to provide documents responsive to Plaintiffs request by March 25, 2008. IT IS SO ORDERED.
