Also, because petitioner did not specifically address the 2 impact of the Antiterrorism and Effective Death Penalty Act of 1996 (AEDPA) in his petition, it 3 was necessary to set forth the applicable standard of review both generally and as it applied to 4 the specific claims. 5 The state has an obligation to present this Court with all relevant arguments in order to
