On February 24, 2002, Defendants Richard Blea, Nick Sagan, and Josh

Vasconcellos responded to a call for an illegal dumping at the Phillips 66 station located at 450 North Federal Boulevard. 5. On February 24, 2002, Plaintiff Lillian Barton was issued a General Sessions
