This is the plaintiff' fourth request for appointment ), s of counsel in this case. See Motions filed September 23, 2003; June 28, 2004; and April 5, 2005. For the reasons outlined in my Order dated November 2, 2004 (filed November 3, 2004), the Motion is denied. In addition, to the extent the plaintiff relies on the arguments made in his " Notice to Court Regarding Interference by Defendants which Continues and has been Increased,"the arguments

were denied on August 15, 2005. Order dated August 15, 2005. Finally, the plaintiff states that " Plaintiff' ` s Affidavit Pursuant to Rule 56(f)' before this Court wherein Plaintiff states under is oath that he cannot adequately respond to defendants' Motions for Summary Judgment without depositions."
