My name is Tom 3 Keeley and on behalf of Rear Admiral Turcotte, 4 Commander Navy region Mid-Atlantic, I'm here to 5 present you a brief on some issues that the Mayor 6 invited us here to talk about concerning naval 7 aviation and urban growth here throughout the 8 region, not only here in Virginia Beach. 9 Can I ask that you please hold your 10 questions until the end of the brief. I'll pass 11 out a flier and booklet to go over some more 12 information. I'll gladly go back to any slide and 13 discuss it if you wish but I'd just like to begin. 14 The issue at hand here is the 15 urbanization and the strategic viability of Naval 16 Air Station Oceana to carry out its assigned 17 mission, whatever that mission may be. We also 18 have to consider if we curtail essential training, 19 we're not able to meet our mission requirements and 20 if we have future mission changes. 21 I think you're all aware what the Navy is

00012 1 Last year we had over 200,000 operations at Oceana. 2 Over 100,000 operations came down this track to 3 land at runway 23. Aircraft on an instrument 4 approach will come overhead this development. If 5 it's a Hornet the db level will be 108 db. Now, 6 remember that's 60 is normal speech, 110 is a 7 concert. Day and night that could occur. 8 So we recommend that this type of 9 development not be built there due to the density 10 and due to the health, safety and welfare issue of 11 anybody that would be there. 12 Right now because of the ordinances that 13 the city has adopted the developer could put a 14 hotel there. They could build a hotel. Looking at 15 AICUZ again we go back to the density issue. 16 Hotels do not have permanent residents. Since they 17 would be transient that would keep down the number 18 of people. And that's how we apply that criteria 19 when we look to the program. So that's the issue 20 on a redevelopment aspect. 21 On a development aspect from the city's
