On November 8, 2004, counsel for the parties in this action were informed by the Clerk that this case was designated for electronic case filing (ECF). Following such designation, except in the highly limited circumstances authorized by General Order 42(A), the court will not accept the hardcopy filing of any document in the designated matter. Further, the court will not accept an attorney's failure to be registered and trained for the ECF system as good cause for failing to file any document in an ECF-designated case. On April 19, 2005, plaintiff's counsel was notified via telephone of his failure to comply with the above court order. The court's records reflect that plaintiff's counsel has still not registered with the court's ECF system. If counsel fails to register on or before June 3, 2005, the court will conduct a hearing at which plaintiff's counsel shall explain in person his failure to comply with the court's orders. The hearing will be held at 10:00 AM (EST) on June 17, 2005, at the United States Court of Federal Claims, 717 Madison Place, N.W., Washington, D.C. The courtroom location will be posted in the lobby on the day of the hearing. Attorney for the defendant may participate by phone. Should plaintiff's counsel comply with this court's orders and file notice thereof on or before June 3, 2005, the hearing will be cancelled. The Clerk is directed to file and serve this order in paper form. IT IS SO ORDERED.
