Specifically, the Court seeks additional information on the following issues: 1. The authority of IRS Group Manager Donna Seibel to make or accept on behalf of the United States an offer in compromise settling Plaintiff's tax liabilities; The authority of IRS Offer Specialist Marianna Caldera to make or accept on behalf of the United States an offer in compromise settling Plaintiff's tax liabilities; Whether Plaintiff's pleadings and supplemental brief contain evidence sufficient to satisfy his burden to establish the necessary actual authority to bind the United States to the purported settlement agreement.
