UNITED STATES' REPLY TO PLAINTIFFS' RESPONSE TO UNITED STATES' MOTION FOR LEAVE TO EXCEED PAGE LIMITATIONS The United States has asked the Court to permit it to file a reply brief in excess of 20 pages. Plaintiffs oppose this motion and state that if the United States is allowed to exceed to the 20 page limitation, then they will need to file a sur-reply. As the United States explained in its motion, it was necessary to exceed the 20 page limitation in order to fully brief issues which the Court will need to resolve in this case. Since plaintiffs did not identify what they perceive to be the "new information and arguments" raised in the reply which warrant a sur-reply, the United States cannot simply agree that a sur-reply is warranted. However, the United States believes that the matters raised in this case can be resolved through summary judgment and if plaintiffs feel that a sur-reply
