,~lr. Tortes: ,As you know. on March 23, 2006, the Defense Intelligcnce Agency (DIA) ax~ardcd referenced contract to Rowe Contracting Services, Inc. (Rowe) with a start dale otApril 1. On March 27, 2006, Mary Hennigan of DIA introduced Scott Roxxe to Milton o1" The Ravens Grotlp. h3c. (Ravens). Ravens was the incumbent contractor. Ms. t-tcm~igm~ asked Raxcns numerous employees of Ravens met xxith Mr. Roxxc and Nit. Duncan ol" Roxxc 1o apply liar employees. Ravcns also gave Roxxc a roster of cmployecs, on Marcia 2b, 2!)1)(), so that could verilN' security clearance levels and complete lhe process of transl)rring employees to Rowe. As soon as Rowe received thai roster it wcnl on the ,IPAS xxclnsite to xcril'x the levels of the employees that il would be taking over and lo show that the cmplo>.'ccs xxould employees of Rowe. Since the contract was to start on April 1, 21)00, Roxve had very little time perfform its verifications and make the necessary changes. As of Friday, March 3t, 2006, Roxvc had accomplished the changes for 14 of the employees--who were to start work for Rowe the following clay. On that same date, DIA notified Rowe that a protcsl had been filed and that Rowe was required to stop all work. In response, Rowe stoppcd work. Thai included stopping thc review of security clearance infformation and changes to employment status IBr ll~c that were scheduled to go to work IBr Rowe the next day. Roxvc stopped all use of the system with respect to this contract. This resulted in the 14 employees xxho had bccn co~?xcllcd to Rowe employees for the starl of the contract continuing to be listed as Rowe employees. Please advise us whether we can go back into the JPAS syslem and convert the 14 employees back to Ravens employees until stlch time as DIA completes its corrective action in rcsponsc to Ravens' prolcst.

Finally, Ravens has made numerous false accusations about Ro\\e's imcgrily. Rowe intends respond to those false accusations in separnlc co~respondence.
