Rule 4l(a) of the Local Rules of this District provides:
In civil actions in which no action has been taken by F

thereafter, the Clerk shall enter an rder of dismissal.
Any such order entered by the Clerk nder thi rule may
be suspended, altered, or rescinded by the ourt for
cause Shown.

under Local Rule 4l(a). Unless a satisfa tory exp anation of why \
