Disabled PersonsÊ Plates & Placards

Qualifications for Disabled Parking
Disabled individuals can qualify for disabled person's license plates, that are mounted on their car in place of regular license plates; or disabled person's placards, that are hung from the rear view mirror of their car. These plates and/or placards allow the disabled person to park in specially marked parking areas that are convenient to the entrances of public buildings. Federal and state law defines "disabled" as a person who meets at least one of the following six criteria: 1) cannot walk 200 feet without stopping to rest; 2) cannot walk without the use of, or assistance from, a brace, cane, crutch, another person, prosthetic device, wheelchair, or other devices; 3) is restricted by lung disease to a specific standard; 4) uses portable oxygen; 5) has a cardiac condition to a specific standard; or 6) is severely limited in their ability to walk, due to an arthritic, neurological, or orthopedic condition.

Where to Park
Any vehicle displaying a disabled person's plate or placard may park without charge, for reasonable periods of time, in metered parking zones and restricted parking areas. They are not valid for parking in zones marked for emergency use. Only vehicles displaying a disabled person's plate or placard, and transporting a qualified disabled person, may park in a parking space that is clearly identified as reserved for use by a disabled person.

Plates and Placards from Other States
The parking privileges granted to disabled residents of Utah are also extended to residents of other states, Canada, or Mexico while visiting Utah.

Extra Placards for Additional Vehicles
In addition to your disabled license plates, you may receive one permanent disabled placard which may be used in any vehicle when transporting a qualified disabled person.

Obtaining Plates or Placards
Application for a disabled person's plate or placard may be obtained online at dmv.utah.gov, or at your local motor vehicle office. Complete application and physician certification may be mailed to the Utah State Tax Commission DMV or taken to a local DMV office. Approval will require a Form TC-842, Disabled Person And Physician Disability Certification, with the "Physicians Disability Certification" section completed by a licensed physician.

PlacardsÊ Length of Validity
Permanent Placards are valid for two years from the month they are issued. There is no fee for renewal, and an additional doctor's statement for renewal is not needed. Temporary Placards are valid for a period of time, designated by the physician, not to exceed six months. They cannot be renewed. Should your temporary disability continue past six months, you may apply for another temporary placard upon obtaining a new physician's certification.

Cost of Plates or Placards
There is no cost for the permanent or temporary placard. There is a $15 fee for a disabled person's plate, in addition to your regular motor vehicle registration fees.

Replacing a Lost Placard
To replace your temporary or permanent placard, you must complete a replacement application form, TC-842, available online at dmv.utah.gov, or from any Motor Vehicle office. There is no charge for this application.

Displaying a Placard
The placard must be hung from the rear view mirror so it is visible from the front of the vehicle.
